Good speech, good tempo, W has become a great speaker : never watched his text, never searched for the next topic, only two slips immediately corrected.
But no visible proof. Yet.

There are clear lucite monitors with a typed version of the speech visible only to the speaker. They are on stands to his left and right. It even tells one where to pause and where to put emphasis.

Next time you watch a politician speak notice how he looks from side to side.

I did see Hilary Clinton speak at the NY Hilton in 1996. I was at the first table about 25 feet from the podium.She had no monitor or notes and spoke for 20 riviting minutes.
