Trillions in aid? Maybe over all of history, but "aid" often comes with some funny strings attached too. Currently, total foreign aid is around $50billion a year, see globalissues.org . The US portion of $10 billion a year is not all that generous.

As far as tinpot dictatorships go, the US has installed more than a few. Mobutu in Zaire is a personal favorite of mine, it only took 40 years or so to get rid of him.
