Here I agree, the woman was worried and reported her worries to the authorities. That is the right thing.

The kids apparently ran a toll booth? That is the wrong thing. It was right for the police to put 2 & 2 together and decide they had a possible situation.

Where is the wrong thing here? It was in the authorities getting caught up in the press coverage and making this a bigger deal than it should have been. Maybe they couldn't get a bomb squad out faster than 17 hours, in which case it was a useful excersise to demonstrate how unprepared the local authorities are for trouble, in case real trouble arrives.

With all of "America's wildest car chases" the police should realize that they get under intense scrutiny by the press. They need to realise that the best way to deal with this is to do their job competently and professionaly. I didn't see the 17 hour ordeal, so I can't say there were mistakes, but it seems that maybe the police need to learn how to streamline the operation even if it means destroying the suspect cars.
