Some of the California energy cost spike came under Clinton's watch, but became a "crisis" in summer 2001. It was a result of Enron and others taking advantage of a loophole in the deregulation where they could cause false demand spikes by shifting the power out fo state and back in a gain. There never was a real capacity problem as Cheney claimed.

As for more on Cheney's energy crisis, AEP in Texas is asking state's power manager, the Electric Reliability Council, if it could close down 16 plants.

Recall that Cheney said after his secret meetings that the nation would have to start building a new power plant a week, preferably coal. Why isn't the "liberal" media covering these stories to show how wrong Cheney was.
