IMO, a convincing case has been made that Iraq under Saddam's regime has been 'bad boys'. I have not heard a case for US to be pre-emptive, unilateral military action.
BTW, why are other parts of UN not beating the same drum ? Why does US have to shed its blood?

Let me ask Kumar, what WOULD you consider grounds for preemptive military action?

When has anybody else ever stepped up to the plate? The US had to elbow in to take care of the mess in the Balkans, right in the Europeans' backyard. The US doesn't just lead from its position of strength - it leads BY DEFAULT, because no one else steps forward to do the dirty work.
