That's new-era Washington-style hardball. Why give away anything when you don't have to? The burden of proof should be on Saddam to prove that he's complied with the UN resolutions.

Well, that's arguable. But even more arguable is why this is now a major cause of the Bush administration. Sort of makes you wonder what sort of foreign policy he has if he moves, so easily, from invasion justification to invasion justification in search of one that will stick. Let's see, we've had ties to Al Q, put down your wmd, change the regime, evil guy, represses people, and now violates UN resolutions. All of which are true but none seem to be the real reason. Wonder what it is?
