Y2K is not really an issue here. You can interface an EDI data mapping program on a non-compliant legacy application. You just populate the appropriate fields with compliant dates.

Eg: If Legacy_System_Order_Year > 90
Add 1900 to EDI_Inteface_Order_Year
Else
Add 2000 to EDI_Inteface_Order_Year
EndIf.

Add Order_Year to EDI_Inteface_Order_Year

Granted shops with 170,000 lines of code to verify in the next 2 years, do not have the time or money to introduce or upgrade their EDI services.

Of course on the other hand EDI might come in as an integrated part of a new off the shelf solution like JD Edwards or Peoplesoft.

In the end most companies introduce EDI do so because they are given 6 months to do so by a major customer, on fear of losing their business.
