UAE is a monarchy, just like UK, Monaco, Luxemborg, Nepal etc are. UAE is an Islamic country, just like Indonesia, Pakistan etc are. UAE has local laws, emirate-specific (equivalent of US State) laws, and federal law. If a crime does not fit into any of these categories, then, and only then, Shariah applies.
