I admit that my view is somewhat tainted by my experience in the post-Marcos Philippines. I don't think many people here have the slightest idea of how difficult it is to construct a functional government in the wake of an extended dictatorial presence.

I can understand and relate to that feeling.... Much of Central America continues to suffer from overt corruption and a lack of progress amongst the poor. But we've seen what has happened to marxist economies in the region.. They haven't had much greater luck in creating progress, but they sure have left economic and political chaos in their wake.

Here's an economist who's views are gaining increasing acceptance:

I think he's on to something with regard to how property rights and access to credit are integral to creating economic opportunity in the lower classes.

But he still hasn't quite dealt with the often systemic corruption in these poorer societies. Without legal equality in the courts with regard to business and property rights, and a system that enforces those rights, then there will always be a measure of elite (the rich and powerful) control over the entire society that will disenfranchise the poor and middle class.

If there is anything the US system represents, it's the ability for anyone to have their grievances addressed in court under a genuinely fair system with appellate review..

Without these property rights and the system to uphold them, it's inevitable that dictators will rule... For they represent, and are supported by, the elite and wealthy aristocrats.
