The "regime change" policy means that nothing Iraq does matters. If they disarm and allow full inspection, it makes no difference. Regime change means nothing will satisfy the US until Saddam is gone, period. Bush has been backing away from this policy because it is just plain stupid to have as a policy and he is trying to restore the only policy that makes any sense: Disarm or else.
