Had Bush actually asked congress to vote on anything yet regarding the EXISTING US government policy of regime change, it would only have been to give the policy some teeth. There is no "Cheney/Bush regime change policy." He hasn't yet asked the congress for any change to the existing policy and he may never. More likely, he will ask congress to authorize US military participation in UN action to enforce the new, forthcoming UN resolution, should military action become necessary.
