My guess is this will turn out to not be that important, as the USA will not go for any kind of conditional or modified terms, and also even if they get full inspections they will also demand Iraq live up to all the other resolutions that have nothing to do with inspections. What this MAY do is divide potential allies such that many countries will no longer go along with the USA. So it could end up being a net negative for the markets. We'll see.
