Of course (ii) is a necessary condition. Last May, for the umpteenth time the Arabs again formally stated their acceptance of that condition, and going beyond it to full normal relations. Each of the defeated parties had accepted that condition in the past. Including the PLO, whose acceptance was verified by the US congress when it agreed to allow a PLO representative in the US.
