Notice, this does not state "ALL" territories. Israel did not offer Jerusalem, nor was it required to do so. That was because the most sacred sites of Jews were desecrated by the Jordanians. Furthermore, the Arabs did not recognize Israel, and many still don't, and therefore would not negotiate for withdrawal, which Israel has offered.

I hope this clears your confusion.
