In US bribing is more sophisticated. The bribes of various groups are pooled together and then targetted at various politicians.

In third world countries, bribing is a free-market response to scarcity and slowness of procedure. Say, you are travelling last minute on a train. A travel agent with his connections may get you a seat. Otherwise you need a reservation a month in advance. Or you can take a plane without paying a bribe, because there is no scarcity there.

In US, there is always a free-market response. A $1000 air ticket, if you buy last minute. A Fed-ex if snail mail is too slow for you. A ticketmaster that will charge you a hefty fee.
