There was little or no support a year ago for an attack on Iraq and global commercial interests in Iraq are nothing new. Many European countries have had commercial ties to Iraq for decades, grudgingly limited though they were by sanctions since the Gulf War. Now there is support for military action (if it becomes necessary) and Saddam is scrambling to look like he's a reasonable guy who wants to compromise. If you want to call that failure, then you just don't get it - perhaps because you're too busy searching for nits to pick.
