with universities and some cultural enrichment
that is where Pitt's advantages end

you continue to ignore the criteria that enable Pittsburgh to end near the top of the list
the top two criteria were affordable housing (buy, rent)
and plentiful jobs
the housing is affordable because few enlightened people want to live here
they all migrated to the coasts

having numerous ghettos didnt push it down the list
nor dead milltown suburbs dotting the dead steel factories which are now plowed under
nor the trashed out neighborhoods turning sour, one by one
nor the eroding city high schools turning sour, one by one
filth, gray soot, and trash did not factor into the equation

my favorite feature of the slums on the edge is for decrepit houses to have exterior siding which is roofing !!!
this can be seen all around

this city is a disgusting effing ghetto
with 3-4 city nice neighborhoods
with nice suburbs extended far south, north, east
all of which are surrounded by rundown shitholes
all of which are encroached upon by poverty

and the accent is pure hillbilly crappola

didnt you hear the study was financed by a Pitt agency
for the purpose of promoting the city, reversing its lousy image?
