wrong, Pittsburgh Metro is Allegheny & contiguous counties.
FWIW, the property tax problems of Allegheny county caused
the exodus to the contiguous counties. And Pittsburgh Metro
did suffer mightily from the exit of the steel mills. Now
that the economy has changed dramatically, growth has
resumed.

Besides, this discussion isn't about population or growth.
It's about quality of life. We got it here. No if's, and's
or but's about it.
