All of this is true, but it does not negate the central point: After 9/11 the opportunity was there to build a new coalition to deal with Iraq -- it was a golden opportunity. But you cannot build a coalition around a policy that is guaranteed to be completely unacceptable to the rest of the world -- and the Bush/Cheney formulation of regime change, which states that we will invade Iraq even if they are completely disarmed, is absolutely and completely impossible for other countries to rally behind.
