By are you confused: "All GST is saying that the world doesn't want us to do anything until they rubber-stamp it". What GST is saying is the rest of the world recognizes a stupid policy that threatens the international order when it sees one. They have ZERO interest or intention in ever supporting our regime change policy. They will never, ever rubber stamp that or approve of it in any sense. They would rather leave Saddam right where he is and would even defend him before they would agree to back our policy.
