PYONGYANG, North Korea, Sept. 17 -- A stunning admission by the leader of North Korea that his country kidnapped 12 Japanese -- eight of whom have died -- cleared the way for a historic agreement today with Japan. North Korea said it would freeze missile launches indefinitely, and Japan promised to move toward diplomatic recognition of the country and a hefty aid program of compensation for Japan's wartime occupation.

The kidnappings took place in the 1970s and '80s, and the victims were used to provide identities and linguistic training for North Korean spies.
