Perhaps tracking the movements of Hussein's inner circle? We can only speculate. But surely, there's more that can be spied on than was in the province of the UN inspectors to do. They were to find & destroy WMDs and WMD capabilities, not to photograph generals in the Republican Guard (more speculation).

Ritter may not be able to reveal details publicly, w/o revealing NS secrets.
