You are misunderstanding. They can rationalize ABOUT the impulse. But the impulse as the precursor to action admits of no weighing of information. An impulse is not premeditated; and it is not properly speaking a "choice". That is why I said that such things as your heart beat, the movement of your blood, the inner workings of your lungs, facial tics, impulses and the like are not rationalizable as CHOICES. An IMPULSE is not a CHOICE, Cosmic. That is why it is not rationalizable. One does not say, "will I or will I not have this impulse to wash my hands"? One merely acknowledges the impulse and tries to deal with it in some manner.

On the other hand, this does not mean that impulses cannot be treated.

EDIT: In cases where behaviour is consciously reasoned rather than springing from a level beneath awareness, we are not then talking about this but about that...and chosen behaviour IS rationalized as part of the process of choosing...
