the VZ dood also talked about the disincentive nature of the Telecom act of 1996. He was dead on that congress mucking around with business contributed and is contributing very much to the economic woes of the country. Why would an ILEC upgrade their infrastructure if they just have to hand it over to a competitor?

And then you get into the executive salary caps that precipitated the use of options as incentive.
