Well, the problem is, Mr. Greenspan already observed a insane bubble back in 96.

To make things worse, these issues (CSCO, DELL etc) were truly fantastic growth issue by then. Growing top and bottom line by 50% certainly deserves more premium than zero or negative growth.

And to top it all, low quality earning in a period of no earning visibility certainly asks for lower premium.
