MII says Unicom has been engaged in inappropriate conduct in its recent marketing on CDMA cellphone service, and a decision will be made to handle the matter "accordingly."
Earlier this year, Unicom launched a strong marketing campaign to promote its CDMA service after apparent failure in targeting high-end customers. In July, Unicom made a 180-degree turn to target the mass market by promising various "bonuses" such as free handsets and call points, that are now accused by authorities as misleading or deceptive.

Despite desperate effort, it is doubtful CDMA will pose any real threat to China Mobile. In Beijing, for example, there are only 80,000 CDMA customers, which is about a monthly growth number for Beijing Mobile. As CDMA customers have increased, complaints about service is rising, most in dropped calls.
