Not necessarily. IBM's potential decline (hey, I am not trying to put a curse on this stock, having no interest in it whatsoever) would not necessarily drag down INTC.

Take last January, for example, INTC gained strongly during the days when IBM declined after posting disapppointing eps. What happened was that the big money left IBM and flew back to INTC, as there were only so many "qualified" parking lots for their big $$$.

Unless Greenspan says something really funky (yet elegant) at the Humphrey-Hawkins address on Tuesday and Wednesday, I see a win-win scenario for Intel.
