Neither party runs its own primary. They set the rules for who can get on the ballot, etc, but the state/counties run the election, supplies the machines, counts the votes, distributes the real and sample ballots, etc. I think the parties have to approve the layout of the ballot for the general election, but it is still all done by the state (in Calif, thru the sec. of State).
