But you shouldn't doubt he has WMD's.

One rule of thumb is to doubt anything you say. Bush & Co. are trumpeting the new IISS report as their evidence. What does the report say? Saddam was closer to an atom bomb in 1991 than he is today. As for his chemical and biological weapons, Saddam's arsenal was largely destroyed by 1998.
