If you assume that the following is the complete sentence then you have a point. "I don't think anybody could have predicted ... that they would try to use an airplane as a missile," I have not seen or heard this comment anywhere else but the ". . ." in the middle suggests to me that the reporter has left something out that could change the meaning of this quote significantly.
