Hmm. You make good points, Lizzie, but options only work at retention when stock prices are going up. After 3 years of stock prices going down, how many people holding options really think they'll ever be worth anything? I bet you most would give up their options for a better salary, if given the chance. When times are tough, a bird in hand is better than two in the bush.
