Note the slimeball commentary by the Foreign Affairs editor:

"Even if the inspections do not produce the perfect crisis, Washington will still be better off for having tried because it would be seen to have made every effort to avoid war."

That's a good example of why one should steer clear of this publication or anyone who considers it essential reading.
