Israel can't win. They did as you suggest, yet you slam them anyway. Islamic Jihad was a terrorist group within Egypt, killing mostly other Egyptians and tourists, until they got the boot or were thrown in jail by Mubarak. Islamic Jihad subsequently joined forces with Bin Laden and came to realize that they weren't winning their fight against the repressive dictatorships in their homelands, so they redirected their terror toward Israeli and U.S. targets. The U.S. has a real interest in protecting itself, and one of the ways is via support of Israel.
