Intelligence Chief Tops Israeli Siege Wanted List abcnews.go.com JERUSALEM (Reuters) - A Palestinian intelligence chief heads a list of men whose surrender is being demanded by Israel from what remains of President Yasser Arafat's besieged headquarters in the West Bank city of Ramallah. Tawfiq Tirawi, the West Bank General Intelligence chief, was one of four men the Israeli army confirmed were on the list on Sunday. The army began the siege Thursday after two suicide bombings in Israel killed seven people. Israel accuses about 50 men in the presidential complex of being involved in attacks on Israelis and wants them to give themselves up. The Palestinians have refused to hand them over and deny that anyone holed up in the devastated compound has been involved in militant activity or "terrorism." On the list were: TAWFIQ TIRAWI, once a senior negotiating partner at talks with Israeli on security cooperation. The army accuses him of transferring money and weapons to fund and supply "terrorist activity." He has denied the charges. EINI AL-HALO, Tirawi's right-hand man and the commander of General Intelligence special forces in the West Bank. He is accused by Israel of helping organize attacks. MAHMOUD DAMARA, the Ramallah commander of Arafat's personal bodyguard, Force 17. The army accuses him of operating militant cells blamed for shooting attacks on cars, army posts and settlements, which it says killed at least six people. KHALED SHAWISH, a senior member of Force 17. Israel also holds him responsible for organizing such attacks. The army has not published the full list of suspected militants whose surrender it is demanding. Israeli forces cut off water, telephones and power to Arafat's devastated headquarters Sunday and shot dead four Palestinian protesters on the West Bank, Palestinian officials and medical sources said.
