If you knew anything about foreign policy you would understand that I already provided that quote. Cheney was clear on this -- his policy, and his representation of President Bush, is regime change, not disarmament. As we shift our policy towards a far more realistic policy -- disarm or else -- we are in a position to gain support. But nobody has signaled a commitment to that shift despite many conflicting statements from various people associated with the Bush Administration. The world is waiting for policy clarification. So far, we have not received that clarification. Russert asked Cheney this question to test whether or not this shift had occurred or was forthcoming. Cheney said there was no change, and then went on to say he did not want to pre-empt the Bush UN speech by saying anything further. The UN speech was ambiguous on regime change versus disarmament -- but left the door open for the shift to occur. This is progress but not resolution. Since you don't seem to grasp the concept of the policy difference between regime change and disarmament, most of this will go right over your head.
