I am going to be brief in my opinion. For many years during the cold war with USSR neither side used weapons of mass distruction for two reasons. The first is neither power had first strike capability. This means neither side could attack the other with enough destruction to prevent a retalitory attack. That situation has not changed today weather it be the current Russia or any power. The second reason is the people that governed the USSR during that period seemed to have some sanity as did the people that governed the US. I used the word seemed because one would never know for sure. The difference here is Sadam does not seem to have sanity of any type. Therefore, even though he does not even have close to first strike capability, that does not mean it is not likely he would not use what he has. There is a risk, that if he could attack this country particularly with nuclear weapons, he would even though he knows retaliation of huge proportions is likely. Sadam just needs the ability to attack and it is very likely he would which would be the cause of the death of many people here in the US and possibly in other countries. He must be removed for that reason. The government of China seems sane or at least as sane as most. Let's not confuse a madman that may gain access to WMD compared to other reasonable people.
