Junior's new policy of first strike will naturaly make the most capable countries into potential advesaries instead of allies. Any country which has some sort of internal sucess will look over it's shoulder to see if the U.S. approves, while those countries that exhibit no accomplishment can become syncophantic receipients of U.S. goodwill. The outcome is neither stable nor desirable.
