Lets go with your assumption. That means that if he had a nuclear bomb, he would not use it unless attacked. That is called "deterrence." That means that once he has it he can sponsor attacks on us and we will be unable to respond because he can inflict major damage on us.

That is why we are going now. Before he is in that position.
