The explanation can be found in the latest quarterly - "It is anticipated that the Lackawanna facility will be deemed in commercial operation during the third quarter 2002. Until that time, the Lackawanna plant remains a development stage enterprise with all sales and operating costs capitalized to deferred start-up costs." Therefore, no revenues from "commercial operations" appeared on the P&L statement. As far as I know the bondholders are allowing the plant to run until it is sold.

Looks like the stock is trading again. Look out below?!
