I worked for an urban gardener when I was very young. All of his customers at that time were concerned about having the greenest lawn.

He lost many customers to competitors who sprayed for pests, then sprayed weed killer, then sprayed nitrogen rich stuff to get the grass to grow fast.

His philosophy was that if you create the ideal conditions for grass, then grass will thrive and other things will not. His approach was to work with the soil. He added lots of loose organic material and aerated. He even liked to suggest beneficial insects. He used a variety of organic gardening approaches.

He lost customers mostly because the lawns that were getting intensive chemical treatment would grow fast in the spring and be weed free right away.

The customers that stuck with him eventually had beautiful lawns and gardens.

The side effects of the quick fix (just get rid of it) approaches that his customers used were chemical pollution in the public waterways, loss of beneficial bugs and worms as well as the pests, soil that had little ability to sustain vegetation without a constant chemical bombardment.

Of course now everybody is talking about going with zeroscape because of the long drought we've been having so green lawns are about as popular as mink coats.

Anyway, my point is that in a vacant lot the weeds are going to keep coming back no matter how much effort you put into controlling them.
