If disarmament was the goal, Cheney would have said "disarmament is the goal". He did not say that. When given a clear choice between two goals (with both goals put clearly before him) he did not hesitate -- the goal is "regime change". Regime change is not just the means to achieve disarmament (disarm or else), regime change is now the goal itself. No previous administration had this as an overarching goal. No previous administration said it was prepared to use all possible means, including invasion, to achieve regime change. And that is, correctly, how the rest of the world has understood the Cheney/Bush policy on Iraq for the past year. Our willingness to invade is beyond question. The implications of invading a country that has not attacked us are enormous. The ONLY legal basis to invade would be in the context of the UN Security Council, where we are now try to make our case -- that is the right thing to do. Unfortunately, the implications of our "regime change" policy seriously impede making progress through the UN.
