I'll ask the same question that I asked at the Motley Fool about that piece. What is meant by "cancelling" stock options? And why would Siebel want or need to be talking to the SEC about it?

I doubt very seiously that Siebel employees are going to say, "Sure, Tom. Cancel my options contracts and don't bother giving me anything in return for them." There is already an offer on the table to employees that they can exchange certain options contracts (those that have a strike price of $40 or higher if I remember correctly) for a specified number of shares of common stock.
