You can argue that way if you like but poison gas is poison gas and Saddam had used it repeatedly in the Iran-Iraq war.

Anyone who supplied it to him knew exactly what it was for and that it was going to be used.

Because US and the UK not only supplied it but supplied it continuously I contend they are just as guilty as he is. They were clearly complicit.
