Approximately 25 percent of the country's population, including most major urban districts, is covered in the initial 3G launch. The company aims to cover 40 percent of the population with about one thousand base stations by the end of the year.

Austria has a population of 8,150,000 people, so the 1000 basestations will be covering about 3.26 million POP's.

Each basestation will serve 3,260 people....this seems like VERY tight coverage. I think PCS averages around a basestation for every 10,000 POP's. The difference in frequency (1.9GHz vs 2.1GHz) wouldnt seem to explain the huge number of basestations.
