I don't have a URL immediately in hand. If you research DoE records, Platt's or other industry publications you will find that refinery profits hit an all time high in the spring of 2001. It was unprecedented. This is the price spike that Southard refers to, though I believe the price rise nationwide was more on the order of 50% rather than a doubling. That occurred only in certain distressed markets like Chicago.
