So this law is SA too not just Zimbabwe? In South Africa much of the land was never inhabited by blacks. The blacks were nomads who occasionally grazed cattle in the north, but rarely. They never lived in the south at all. The land claims in South Africa cannot prove depossession, as the bulk of the population grew there from modern times.
