The only reason for Gaddafi to issue arrest warrrants for Al Qaeda is so he can curry favour with western countries. He has been beyond the pale for so long that now he wants in. Besides he was very nearly killed when the US and Britain went after him after the Lockerbie and Berlin capers. He knows that if he even hinted at support let alone really gave it to Al Qaeda terrorists he would get it big time.
