The only justification for regime change by invasion was and always will be that we cannot tolerate a hostile regime with nuclear capability (and no weapons) in the oil patch. Saddam poses no direct threat to the US -- he only poses a threat to our ability to control the flow of oil from the mideast. An invasion by the USA based on this logic would be blatantly illegal under accepted international law. Regime change by invasion as a policy is and always will be a complete non-starter for the rest of the world.
