My personal opinion, 9/11 would not have happened if there were not gaps in intellingence between US agencies, and amongst US agencies and allied agencies.

finger pointing now, is a waste of time and energy. we got to move on.


911 wouldn't have happened if the United States would have smashed al Qaida and its supporting organizations a decade ago. We can blame our intelligence agencies all we want, but it was the persistent policies of the US government towards those who openly sought to kill Americans that was the problem, not the CIAs inability to communicate about an organization that should have been smashed a decade ago.

Hence the change in policy - the US will no longer wait for our enemies to get in a good punch before crushing them.
