Ratified by whom, kumar? The President directs foreign policy, not Congress. If you mean a war powers declaration, I understand what you mean.

As to picking on 20M things, yes we could. But that's not my intention. We have to examine the past, discover patterns, and adjust. We didn't take the post-Cold War threats seriously, and we paid for it.
